Getting to Houston's north side from downtown is mostly manageable. However, it can be a nightmare during rush hour, especially when you hit the notorious I-10/I-45 Interchange. This massive network of highways connects the central business district to neighborhoods like Northside, Greenspoint, Spring, and The Woodlands. Rideshare drivers, residents, and even travelers heading to George Bush Intercontinental Airport all dread the constant soul-crushing traffic jams that seem to happen there.

For them, traversing the interchange becomes an unavoidable odyssey.



A Glimmer of Hope: The I-45 HOV/Express Lane

However, amidst the chaos, there's a glimmer of hope: the I-45 HOV/Express Lane. Recognizing the urgent need for congestion relief, the city has constructed this barrier-separated corridor, stretching from downtown Houston to just south of Cypresswood Drive in Spring, Texas. Designed for high-occupancy vehicles (HOVs) to use for free and high-occupancy toll (HOT) traffic for a fee, this lane offers a semblance of order amidst the chaos, providing a faster route that shaves off crucial minutes from your travel time, giving those traveling north a fighting chance to beat the gridlock.


Of course, it's not all sunshine and roses. There's a drawback: it's a single lane. As such, traffic flow is only in one direction at a time. Metro reverses the direction depending on the time of day to accommodate this. In the morning, traffic flows into downtown Houston (inbound traffic). In the afternoon, traffic flows away from downtown (outbound traffic).

I-45 HOV/Express Lane Entrances

Downtown Houston offers two access points to the I-45 HOV/Express Lane: Louisiana Street and Travis Street. Familiarizing yourself with these entry points is crucial, especially considering downtown streets are predominantly one-way.


The key to a successful entrance is for drivers to position themselves on said streets before reaching the last intersection at Franklin Street. In other words, use Franklin Street as your "line in the sand"—if you're not on Louisiana or Travis by then, you've missed your chance to enter the HOV/Express Lanes. Therefore, timing your approach is essential! Let's delve into each entrance for a clearer understanding.

Louisiana Street Entrance:

The Louisiana Street entrance is the first access point for the I-45 HOV/Express Lanes from downtown Houston. Here's what drivers need to know:


Location and Approach:


  • Louisiana Street is a major one-way northbound thoroughfare through downtown.

  • Drivers traveling between Midtown and the Theater District, including City Hall, will find this route convenient.


Entering the HOV/Express Lanes:

To enter the HOV/Express Lanes, stay on Louisiana Street approaching Franklin Street, preferably in the left lane. At the Louisiana-Franklin intersection, you'll choose to:


  • Continue straight onto I-10 West

  • Merge left into the HOV/Express Lanes

Once the light changes green (or if it's already green), merge into the HOV lane on your left. At this point, you have successfully entered and will bypass the I-10/I-45 Interchange. Remember, the lane is separated from the rest of the North Freeway, and the first opportunity to exit is at Airline Drive.


Alternate Entrance: If you are not on Louisiana but traveling eastbound on Franklin Street, you would turn left onto Louisiana to enter. Likewise, traveling westbound on Franklin, you must make a wide right turn to enter the HOV lane on the left.


Travis Street Entrance:

Drivers using Travis Street to access the I-45 HOV/Express Lane from downtown Houston must navigate an additional intersection than those using Louisiana Street. Nevertheless, the same instructions apply.


Location and Approach:


  • Travis Street is a major one-way northbound street through downtown.

  • This entrance is preferable for drivers traveling between the Toyota Center and Minute Maid Park, including the George R. Brown Convention Center and the University of Houston Downtown.


Entering the HOV/Express Lanes:

To access the HOV/Express Lanes via Travis Street, stay on Travis Street before Franklin Street, ideally in the left lane. Then, at the Louisiana-Franklin intersection, proceed to the next intersection at Girard Street. At the Louisiana-Girard intersection, drivers have two options:


  • Continue straight onto I-45 North

  • Merge left into the HOV/Express Lane.
